At the Bureau of Constants, you build a universe from Quarks upward, file its closure, and take delivery of the next one. Each charter changes the rules: different Laws, different milestones, a different way to put the desks to work.

Keep more than a bigger number. Establish an Archive, Laboratory, Workshop and Observatory. Earn instruments, investigate new ways to run a universe, prepare opening stock, and leave research on the bench while you're away.

The people at the Bureau have their own business, too. Read their letters, write back if you like, and keep the notes left in your drawer. Pell remembers. Orrin has opinions about the tea. The eleventh field on your charter is still blank.
